Abstract

ABSTRACT Purpose- This paper outlines some background data and ideas for the long-term objective to develop a sustainable service-based professional HIV/AIDS counselling model at the Aids Prevention Commission in Bali Province. Design/methodology/approach- This research is a research development of learning done for 2 (two) years by adopting 4D model (Define, Design, Develop and Disseminate). In year one (2027) in Bali province based on front end-analysis, along with its tools. In this first year, it will (a) Obtain comprehensive data of people infected with HIV/AIDS by age, sex, and occupation at the provincial level in Bali (b) Obtain comprehensive data of people infected with HIV/AIDS by age, sex and occupation at the National level, (c) Obtain data on services already infected with HIV/AIDS in Bali province, and (d) develop model for professional HIV/AIDS counselling in Bali province based on front-end analysis and expert validation for improvement.Year Two (2018) is a phase of Develop and Disseminate which basically aims to develop models and devices that are valid and reliable. Counselor teachers or counselors in schools that have been certified in Bali Province selected purposive. Findings- The definition of counseling is a helpful co-operation between the Counselor and the Client who agrees to: (a) cooperate in helping clients to master the issues in their lives; (b) communicate to help identify and diagnose client problems; (c) engage in the process of providing knowledge of skills and access to the source of problems, (d) assisting clients to change behavior and negative attitudes to the problem so that clients can overcome the anxiety and stress resulting from the social impact of society and also can decide for themselves what will be done to the problems it faces. Researchlimitation/implications-Based on the cumulative report from 1987 to December 2016 from all District and City in Bali Province, the highest number of people infected with HIV/AIDS in Bali Province is: (1). Denpasar City: 6.018 cases, (2). Badung District: 2.451 cases, (3). Singaraja District: 2.339 cases, (4). Gianyar District: 1.101 cases, (5). Tabanan District: 971 cases, (6). Jembrana District: 700 cases, (7). Karangasem District: 588 cases, (8). Klungkung District: 328 cases, and (9). Bangli District: 291 cases. Socialimplications- Cumulative data of people dying from HIV (229 people) and Aids (423 people). Transmission of HIV by Sex has a similar pattern in the last 7 years, which is: more prevalent in the male group than the Women group. Percentage of Cumulative AIDS Reported by Sex from 1987 to December 2016, that is Men = 70.75%; Women = 47%. Originality/value- Counselor's duty to continuously provide safe steps to avoid HIV infection is as follows: (1) being faithful to a spouse, (2) not sharing needles or drugs, (3) using condoms (male condoms and / or condoms women) consistently and correctly, if you have risky sexual intercourse, and (4) limit the number of sexual partners or abstain from sex.
