Abstract

Abstract Health education, communication, and information throughseminars, symposiums, training and so forth have been conducted in order to change the behavior of people infected with HIV/AIDSso as to prevent spreadingof the infection. The goalof HIV/AIDScounsellingis thischanges of behaviour and to make social and psychological support available for the individuals and their families. Responses to the HIV/AIDS epidemic should bereflected in behavioural changes onboth an individual and institutional level as the infection can attack all levels of society:the rich and the poor, people with a highor low education level, officials, journalists, celebrities, farmers, labourers, doctors, nurses, lecturers, teachers, military personnel, police, civil servants, independent workers, parents, teenagers, children and infants. Therefore a modelfor comprehensive professional HIV/AIDS counselling services based on front-end analysis is needed.This paper outlines some backgrounddata and ideas for the long-term objective to develop a sustainableservice-basedprofessional HIV/AIDS counseling model at the Aids Prevention Commission in Bali Province. This research is a research development of learning done for 2 (two) years by adopting 4D model (Define, Design, Develop and Disseminate): Year One (2017) is defined as the Define and Design phase, Year Two (2018) is a phase of Develop and Disseminate which basically aims to develop models and devices that are valid and reliable. In Indonesia it is estimated that Aids cases amounted to 26.483 people and 5.056 of them have died (Report of DG PPM & PL Ministry of Health Republic of Indonesia on 13 July 2011). Based on data from Bali Provincial Health Office, until the end of 2011 HIV/AIDS patients in Bali recorded 5.222 people. But data in March 2012 showed the number of 5.917 people or an increase of about 695 people infected with HIV/ AIDS positive at this time (an increase of about 20%). While data at the end of September 2014 (Bali Provincial Health Office data) shows there are 10.220 (Cases), namely: 5.490 HIV positive and 4.730 AIDS.
